Abstract:
With immigration a growing, permanent and fractious part of the EU’s reality, integration is of foremost concern for policy-makers in Europe, and schools are recognised as an essential part of social stability and a key aspect of integration policy both at national and EU level. Schools provide crucial education for integration and citizenship, long term directly affecting social status, professional achievement, economic earning power and students understanding of cultural morality and societal principles, allowing both the individual to prosper, and the state and EU to benefit and build on their potential as a valuable new resource.
School safety, building inclusion and preventing bullying for all students is central to integration and their well-being. Yet in the face of a far more diverse society schools face challenges that they are largely not currently supported for. The scientific measures of school safety used today are outdated and do not reflect a modern, multi-cultural, multi-faith, Europe, while school communities are working in a fragmented, individualised manner in the areas of inclusion and bullying prevention.
This proposed COST Action aims to: enhance collaboration between stakeholders to update, enhance and pilot new ‘real world’ scientific measures and approaches, collate evaluated interventions and approaches around inclusion and bullying prevention to disseminate a comprehensive program/handbook for schools and a guideline policy document for authorities, building capacity, and working holistically towards ensuring the integration, safety and well-being of all students in EU secondary schools, to aid in the social stability of both the individual and society.

Abstract:
During the past decades, significant changes have occurred on the pathway between school graduation and labor market. On the one hand, the proportion of highly educated workers has increased, while the returns to tertiary studies became less correlated to the educational attainment. On the other hand, increasingly more academic high-achievers migrate from poor to rich countries. This phenomenon, which markedly affected Central, Eastern, and Southeastern Europe, has led to major concerns for sending countries, since a drain of their most innovative and productive domestic workforce hinders their long-term development.
Against this backdrop, the YOUTHSKILLS project aims to analyze the incidence of educational & skill mismatch within Romanian graduates and to investigate how youth brain drain affects the use of adequate skills of non-movers in the local labor market.
YOUTHSKILLS will go well beyond the existing research by analyzing how youth brain drain influences the equality of educational opportunities and the job-education matching in the sending country for students having different backgrounds. Additionally, the project seeks to shed more light on the role played by the outbound student mobility in shaping the supply and demand of higher education institutions in the origin countries. Thus, it provides causal evidence on how the emigration of the young academic achievers impacts both the level and type of human capital at the tertiary level, as well as the education-job match.
Identifying the determinants and consequences of labor market mismatches in a country affected by higher emigration rates of academic high-achievers provides new insights and evidence-based recommendations. Therefore, it will serve the Romanian policy makers to influence the demand and the labor supply of tertiary graduates, as well as the educational national policies, in response to migration and overeducation phenomena.

Thus, the position of director of the project will be filled by Peter Nijkamp, Emeritus Professor in Regional Economics and in Economic Geography, who will definitely ensure high quality and visibility of the action. The potential impact of the proposed project is consistent as it has high scientific and normative relevance, as well as a consistent explanatory power and it will respond to key priorities in several areas of strategic interests on the EU and Romania’s agendas.

Abstract:
This research project aims to analyze the process of emigration of highly skilled Romanian workers and to investigate the consequences of brain drain on migrants as well as on the sending country. A key focus is on the migration of the medical doctors, which in Romania is the most targeted high-skilled occupation in terms of emigration.
Among countries from Eastern Europe, Romania records one of the largest stocks of high-skilled emigrants, especially affected being key professions such as medical doctors and IT specialists. In 2007, for example, 4990 medical doctors, representing more than 10 percent of the medical active workforce, expressed their intention to migrate as measured by the number of certificates issued by the Romanian Ministry of Health. These numbers illustrate the massive exodus of highly skilled Romanian workers.
The objectives of this study are the following:
(1) To analyze the causes of highly skilled migration of Romanian people;
(2) To analyze to what extent and how labor market liberalization within European Union for skilled health professionals affect students' decision to study medicine.
(3) To analyze the effects of migration on economic and social situation of the migrants.
(4) To answer the question why do some qualified educated people within a country migrate, while others remain?
The results may have important policy implications.

Obiectivul general al proiectului:
Cresterea oportunitatilor de angajare si acces la construirea unei cariere profesionale, in perioada 2013-2015, pentru 550 de femei cu studii universitare sau postuniversitare care doresc sa profeseze in invatamantul superior si cercetare in Romania.
Obiectivele specific ale proiectului sunt:
1. Cresterea nivelului de competenta in accesarea pietei muncii in perioada 2013-2015, pentru dezvoltarea unei cariere pentru 550 de femei cu studii universitare sau postuniversitare care doresc sa profeseze in invatamantul superior si cercetare in Romania.
2. Cresterea gradului de informare asupra oportunitatilor de ocupare si dezvoltare a carierei profesionale in perioada 2013-2015 pentru 550 de femei cu studii universitare sau postuniversitare care doresc sa profeseze in invatamantul superior si cercetare in Romania.
3. Cresterea gradului de acces la programe de dezvoltare si suport in carierea in perioada 2013-2015 pentru 550 de femei cu studii universitare sau postuniversitare care doresc sa profeseze in invatamantul superior si cercetare in Romania.
4. Cresterea nivelului de constientizare pentru cel putin 60 de experti sau operatori mass-media sau personal al autoritatilor publice centrale si locale, asupra problematicii egalitatii de sanse pentru femei cu studii universitare sau postuniversitare care doresc sa profeseze in invatamantul superior si cercetare in Romania.
5. Dezvoltarea componentei de cercetare a problematicii egalitatii de sanse in dezvoltarea profesionala a femeilor cu studii universitare sau postuniversitare pentru consolidarea principiului accesului egal pentru toţi pe piaţa muncii in societatea romaneasca.
Obiectivul general al proiectului va genera un efect pozitiv pe termen lung la nivel national aducand o contributie semnificativa la recomandarile din Rezolutia Parlamentului European privind femeile si stiinta, prin reducerea ratei reduse, comparativ cu barbatii, a femeilor cu studii superioare, care au acces la dezvoltarea unei cariere universitare sau de cercetare,in urma crearii si aplicarii unui model inovator si eficient de program integrat de suport in cariera, model perfectionat in urma participarii partenerilor in alte proiecte anterioare POSDRU in cadrul DMI 1.5, unde au fost observate problemele cu care se confrunta femeile doctorande sau participante la programe postdoctorale, sub aspectul evolutiei lor profesionale. Proiectul propus propune un program ce vizeaza atat diversificarea pregatirii profesionale a femeilor cu studii superioare ce vizeaza dezvoltarea unei cariere in cercetare sau invatamantul superior conform cerintelor pietei muncii,cat si formarea de competente antrepenoriale,concomitent cu asistarea lor pentru dezvoltare personala,evaluare aptitudinala si consiliere ocupationala pentru o decizie responsabila de a accepta un loc de munca si a pastra acest loc de munca pe o perioada indelungata sau de a demara o afacere viabila.

Abstract:
The overall purpose of this research proposal is to analyze the determinants of the well-being of the citizens from Eastern Europe.
Apart from the traditional methods that deal with ordered data (linear regression models, ordered response models), the methodology proposed for this research include also generalised ordered probit and logit, sequential ordered models, as well as non-linear single index regression models. These techniques, which have not been used yet on data regarding Eastern Europe, are more flexible, taking also into account that the impact of the explanatory variables may not be monotonic, depending also on the level of life satisfaction. Detecting these kinds of asymmetric effects may contribute to understanding the overall level of reported well-being and may help improving the quality of life of citizens by implementing of adequate socio-economic policies and/or by changing certain institutional features.
Furthermore, our aim is also to compare and explain the differences in the levels of well-being
among countries. For this purpose, we use different methods of decomposition based on the traditional Blinder-Oaxaca decomposition.
The data used in this research has different sources: the World Values Survey, the Gallup World
Poll, the New Europe Barometer Survey, the Romanian Public Opinion Barometer. To perform the analysis we use the Stata software.
