Abstract:
After 20 years of competitive elections, research on electoral behaviour in Romania remains limited and largely below the state-of-the-art. In addition, Romanian democracy is at a critical point; first, the worldwide economic crisis impacted the attitudes, values and political behaviour of Romanian citizens and second, Romanians are very disillusioned with the current political parties. This project will study these developments in a systematic fashion and gather relevant data that will facilitate this task. The main research questions from the field of voting behaviour will be asked in the context of contemporary Romanian society, but from a theoretically driven comparative perspective. Our main aim is to understand attitudinal and behavioural changes in the Romanian electorate. For this we try to understand and document (A) the differences between various types of elections, (B) how to reconcile different perspectives on turnout and voting behaviour, (C) the effect of economic recession on turnout and voting, (D) the consequences of electoral formula change, and (E) how one can use survey experiments to produce better estimations of self-reported turnout. These issues are important for both scientific and practical reasons and are central to quantitative electoral research across Europe.

Abstract:
The project addresses a fundamental question for democracy, namely whether there is a link between candidates’ election campaigns and legislative behaviour. Firstly, a fundamental principle of democratic representation requires a congruence between election pledges and subsequent political behaviour, in terms of national policy positions and of constituency service. Secondly, candidate campaign strategies in single member districts are likely to have different levels of personalisation and such differences translate into different political behaviour of MPs. More personalized campaigns will lead to more voting dissent and to increased district-centered non-legislative behaviour, possibly mediated by the different channels of election and perceived election chances or possibly differing by party and by the nature and amount of the campaign funding. Our major original contribution will be to link, a comprehensive picture of campaigning (style and substance) with parliamentary behavioral and attitudinal data using a multi method research design. We look at the information environment as delimited by parties and their candidates (candidate survey), by media (content analysis) and as perceived and processed by voters (experimental surveys and focus groups). For parliamentary behaviour and attitudinal data we collect roll-call and parliamentary questions data and we will conduct a survey targeting MPs on categories corresponding to the campaign styles they adopted as candidates.

Abstract:
After 20 years of reforms of local self-government in Romania, both tiers of local government are perceived to have serious effectiveness and democratic quality issues. Moreover, local government research in Romania is still largely below the state-of-the-art and able to feed public debate with few empirical results. The project approaches in comparative context key aspects of political representation, political leadership and democratic quality at the second tier of local government in Romania. Building on studies of local political leadership from a new institutionalism perspective and the literature on the style and focus of political representation, we aim to: (a) analyze comparatively the role orientations and behaviours of officials at the second tier of local government and their linkages with personal, party-organisational, and institutional variables, in national context and cross-national perspective; (b) identify the informal rules in-use that shape leadership roles within this tier of local government in Romania and assess their impact on policy-making; and (c) contribute to the on-going debate on the democratic quality and effectiveness of this tier of government. The project will create the first high-quality body of systematic data on the values, attitudes, and behaviours of second tier officials in Romania. These issues are important for both scientific and practical reasons and are central to the comparative study of local government and politics in Europe.
