Mihaela Popa is a professor at the Department of Transport and Traffic and Logistics, Transport Faculty, UNSTPB. She has been involved for more than three decades in the field of Transport Engineering by tutoring students in all university stages: Bachelor, Master, and PhD degrees. She is author of 90 papers, published in scientific journals and conference proceedings, of which 30 are included in the Web of Science Core Collection. Her works were cited more than 90 times, of which more than a half are papers ISI-indexed. She acted as an independent evaluator during the last decade for the European Commission's call for proposals and as a constant reviewer for scientific journals in transport engineering. Prof. Popa coordinates the PhD research activity of 12 students and approx. 20 M.Sc. students per year. She is the Director of the Transport Doctoral School (since 2017) and responsible for the M.Sc. program in Transport Management (since 2009).

Abstract:
The aim of the project
To develop a unified set of tools to strengthen the capacity of public administration to efficiently and effectively deliver quality public services to citizens and business.
Specific objectives
To provide the basis for solutions on how to optimise the distribution of competences between central and local public administration authorities;
To ensure a unified vision on how to develop, implement, monitor and evaluate quality and, where appropriate, cost standards for decentralised public services;
Developing methods and tools for monitoring and evaluating the administrative capacity of local public administration authorities;
Increasing the capacity of central government authorities and institutions to exercise clear and consistent methodological leadership over the creation of public policies on decentralisation.
Results achieved
Analysis of the existing situation in terms of public services provided/delivered by public administration;
Methodology for the elaboration of quality and cost standards for decentralised public services developed and its application for the elaboration of proposals for quality and, where appropriate, cost standards for 2 areas of public services: health and pre-university education;

Abstract:
Road safety directly affects all of the city area and all its inhabitants. This project aims to develop conceptual model and useful tools for improving the urban traffic road safety performance. Based on identified areas with low safety performances, a set of measures for reducing of accident occurring will be proposed. Adjacent objective, as improving of traffic fluency and reducing of external traffic impact will be achieved.
Having long experience in transport and traffic planning and in urbanism and land use planning, the members of the project consortium will perform fundamental and experimental research to develop urban network models, mathematical function and simulation model for estimating the safety performance for urban network.
Starting from the digitized urban physical network, which includes major and minor intersection, roads defined by infrastructure category and capacity characteristics the appropriate macroscopic digital network will be modelled. The resulted macroscopic digital network model has to be base for assigning the traffic flow.
Safety performance functions will be defined to estimate the accidents on road infrastructure features, taking into account the physical network characteristics and the traffic flow intensity.
A complex model for estimating the safety performance will be developed based on macroscopic digital urban network, urban network, macrosimulation model and the set of safety performance function. Base on analysis of the network features with low safety performances, the possible solution to improve the safety performance will be identified.
The project results will be useful tools for estimating the urban traffic safety at the planning stage, having predominant predictive character. The estimating model will allow to analyse different projects for traffic flow pattern and to identify appropriate solutions for high traffic safety performance at the stage of designing of new facilities.

ACROSSEE, Accessibility improved at border CROSsings for the integration of South East Europe, SEE/D/0093/3.3/X was a project co-financed by the EU Transnational Cooperation Programme "South-East Europe", working in line with the new EU TEN-T Guidelines and aiming at improving cross-border accessibility in the South -East Europe Area. Abstract:
The aim of the project was to develop a civic education programme for the selective collection of waste in the university campuses.
The realized activities aimed: the identification and quantification of variables for the behavioural model, the assessment of the effects of education and persuasive technologies,

The project was developed by partners from different types of countries: Austria, Bulgaria, and Romania (EU member countries) and Serbia and Montenegro (Western Balkan
countries). The joint research provided opportunities for all partners to create and compare their concepts for lifelong learning in traffic safety and transport security.
The joint research offered opportunities to the new EU member states from Southeast Europe and other West Balkan countries to get in touch with the competence and experience of the Austrian traffic safety experts. At the same time, the participants from the Balkan region investigated similar problems concerning the quality of the labor force and the possible decision by creating adequate models for lifelong learning to further increase the safety in the rail-based systems.
